Google measures pixels, not characters

Search results truncate on width, so a title full of wide letters gets cut sooner than one full of narrow ones. Desktop titles have roughly 580 pixels to work with and descriptions about 920. Mobile is narrower but taller, so descriptions survive longer there than titles do.

Google rewrites titles when it thinks something on the page fits the query better, which is normal and not a penalty. Put the useful words first, keep the brand at the end, and write the description as an ad for the click rather than a summary for a robot. Descriptions are not a ranking factor, but they do decide whether anyone clicks.
